The number of abortions performed by clinicians in the United States has seen a decline in the first half of 2025. According to a report by the Guttmacher Institute, a research organization that advocates for abortion rights, there was a 5% decrease compared to the same period last year. This reduction equates to approximately 4,700 fewer abortions each month.

### Where the Decline Is Most Pronounced

The data indicates that the drop in abortion rates is most significant in states enforcing six-week gestation bans as well as in states neighboring those with total abortion prohibitions.

### Trends in Out-of-State Travel for Abortions

Despite the overall decline, out-of-state travel for abortion services remains more common than before the landmark Dobbs decision, in which the US Supreme Court ruled that the Constitution does not guarantee the right to abortion. Approximately one in seven individuals seeking abortions crossed state lines in early 2025—a figure that represents an 8% decrease from the previous year.

Florida, known as a major access point for abortion care, experienced a notable 27% reduction in clinician-provided abortions during this period.

### Legal Protections and Medication Access

In response to restrictive laws, eight states have enacted shield laws that protect healthcare providers offering abortion services in regions where it remains legal. In December alone, the Society of Family Planning reported nearly 14,000 abortions performed under the protection of these laws.

Federal agencies are currently reviewing the safety and efficacy of mifepristone, a medication commonly used for abortion. This review has raised concerns about potential limitations on access to the drug.

### Advocacy and the Call for Support

Kelly Baden, Vice President of Public Policy at the Guttmacher Institute, highlighted the critical need for both shield laws and financial assistance programs to support individuals in restrictive states seeking necessary abortion care.

Furthermore, major medical organizations continue to advocate for expanded accessibility to mifepristone. While the US Supreme Court did not block the drug’s availability in June 2024, their decision left open the possibility for future regulatory changes, putting pressure on federal agencies such as the FDA.

The ongoing legal and regulatory landscape continues to shape abortion access across the United States, underscoring the importance of protective measures and support systems for those affected.
