CBIC Revamps Annual GST Return GSTR-9; New ITC Disclosures To Make Compliance More Data-Driven

New Delhi: The Central Board of Indirect Taxes and Customs (CBIC) has announced significant changes to the annual GST return form GSTR-9, aimed at making the reporting of Input Tax Credit (ITC) more comprehensive.

On September 17, CBIC notified amendments to the Central GST (CGST) rules, which will come into effect from September 22. These changes will apply to the annual returns filed for the fiscal year 2024-25. Under these rules, GST-registered taxpayers with an aggregate turnover exceeding Rs 2 crore are required to file the GSTR-9 form.

Rajat Mohan, Senior Partner at AMRG & Associates, explained that the government has revamped the structure of the annual GST return (Form GSTR-9). He said, “The revised form is far more detailed, featuring new tables that cover reversals under Rules 37, 37A, 38, 42, and 43, re-claims in subsequent years, transitional credits, import-related ITC, and auto-populated mismatches.”

Mohan further highlighted that professionals and corporates will need to wait for the updated forms and utilities from the GST Network (GSTN) before they can implement these changes in practice.

He added, “Going forward, this measure underscores a more data-driven and preventive compliance regime. While it may help reduce litigation, it also necessitates disciplined documentation at the entity level.”

Following these changes, taxpayers and professionals will be required to conduct more detailed reconciliations involving GSTR-3B, GSTR-2B, and financial accounts.

“By embedding these disclosures upfront, the system aims to protect taxpayers from frivolous or avoidable notices, as departmental officers will have a ready-made audit trail through the annual filing,” Mohan noted.
