The war that rages on in Burma today is fought on multiple fronts. In the mountainous regions of Burma, armed resistance groups are struggling to defend their communities against the brutal regime of the State Security and Peace Commission (SSPC), formerly known as the State Administration Council. This military dictatorship has a well-documented history of profiting from illicit activities.

Amid this complicated conflict, a rapidly expanding criminal empire has taken root. Cyber scam centers—operated by established Chinese crime rings and staffed by victims of human trafficking—are emerging along the Burma-Thai border.

According to a recent report by the U.S. State Department, American citizens lost $10 billion to these cyber scamming operations in 2024, marking a 66% increase from the previous year. The capabilities of this criminal enterprise are growing steadily.

These scam centers have a significant international impact. Thousands of foreigners are trafficked into these operations, many enduring conditions akin to modern-day slavery. By funneling funds to Burma Army proxy forces that guard them, these illegitimate companies indirectly support the Burma Army’s violent oppression of minority groups throughout the country.

Ethnic resistance groups remain steadfast in their fight for freedom from the SSPC’s oppression. In this chaotic environment, scam centers are thriving—amassing vast wealth from online victims while operating in regions made difficult to access and investigate due to ongoing warfare.

The growth of these illicit operations highlights a troubling intersection of conflict, crime, and human suffering in Burma.
