The Employees’ Provident Fund Organisation (EPFO) has announced the launch of the ‘Employees’ Enrollment Campaign, 2025′ (EEC 2025), set to commence on November 1, 2025, and run until April 30, 2026. This campaign aims to increase the number of employees enrolled under the Employees’ Provident Fund (EPF) scheme, reinforcing efforts to promote formal job creation and expand social security coverage across India.
### Enrollment Focus and Eligibility
EEC 2025 specifically targets employees who joined their respective establishments between July 1, 2017, and October 31, 2025. Eligible individuals must be currently alive and employed as of the campaign declaration date.
Employers are encouraged to register all eligible existing employees who were not previously enrolled under the EPF scheme for any reason. This initiative supports both existing and new employers registered under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, motivating them to voluntarily declare and enroll eligible employees.
### Benefits for Employers
Employers who participate in the campaign by registering or declaring additional employees will be eligible for benefits under the Pradhan Mantri-Viksit Bharat Rojgar Yojana, subject to the scheme’s terms and conditions.
### Waiver of Past Penalties
Reflecting on the success of a similar enrollment campaign conducted in 2017, which focused on employees left out between 2009 and 2016, the current campaign offers significant relief to employers.
If an employee’s share of the provident fund contribution for the period from July 1, 2017, to October 31, 2025, was not deducted from their wages, that amount will be waived. Employers need only pay their own share of the contribution for that period.
### Reduced Penalties and Compliance Relief
Employers availing themselves of the EEC 2025 benefits will be required to pay only a nominal lump sum penalty of ₹100, a substantial reduction from the standard penalties for non-compliance.
Furthermore, EPFO will not initiate any suo motu compliance actions against employers who take advantage of this campaign, even concerning employees who have already left the establishment as of the date of declaration.

This campaign represents a significant opportunity for both employers and employees to strengthen their participation in the social security framework, promoting greater formalization of employment across the country.
